Water, a natural resource, has become a much sought-after economic good the management of which is likely to become a major global problem. Increasingly, there is an imbalance between the geographical and seasonal demand for and availability of water. This imbalance leads to over-use and exhaustion of reserves, even conflicts between competing users-if not between States. Even where water is in abundant supply, it is the subject of pollution and waste.
Pollution from industrial, agricultural and domestic sources has constantly reduced water quality in the world. In spite of a reduction in the use of pro ticides and fertilizers in agriculture, they are still present in the same concentrations in groundwater because of the often very long lime taken by pollutants to infiltrate into groundwater.
Waste water from industrial or urban sources also contributes to significant damages and serious environmental imbalances. In spite of a number of Directives which have led to a reduction in such pollution, their level is still too high in many areas.
The crucial challenge is the sustainable management of water resources, requiring a major scientific and technological effort which could not he achieved without international and multidisciplinary cooperation between researchers. To overcome these problems, Crossborder researches could cover the following: development of more efficient methods of irrigation in farming; the recycling of water and its substitution as a refrigerant, solvent or precipitation medium in various industrial sectors and the improved methods and technologies for water treatment and the restoration of polluted sites as well.

Since the beginning of time, water has been shaping the face of the earth. Water sustains human life,our environment and our cultures. But the global demand for water is increasing and the destruction of water-dependent ecosystems has accelerated.
From my point of view, the main reason of scarcity of water resource is the rapid population growth,especially in developing countries. In order to meet the great demand for water, people exploit water resource in various ways. Water supply sources are being stretched to their limits. And surface and groundwater pollution is increasing rapidly. Research indicates that over 1 billion people still do not have access to safe water supplies and over 1.7 billion do not have access to adequate sanitation facilities.
Another reason is the development of industry and agriculture. In some developing countries, some private factories make use of water resource low-efficiently and make much pollution. Irrigated agriculture also contributes to water scarcity. Despite the high yield, irrigation is extremely water intensive. It takes about 1,000 tons of water to grow one ton of grain and 2,000 tons to grow one ton of rice.
Finding solutions of the problem involves the increase of worldwide awareness and international cooperation. Every individual should realize water crisis and save water. As to the government, some effective measures should be taken, including erecting modern irrigation systems and increasing the number of sewage water recycling plants. Building more dams can also be an effective solution. Dams play an important role in detaining the surface rain water flowing from the mountains and would prevent the loss of rainwater straight into the sea.

Fresh water is a necessity in human’s daily life but how to use it varies in different societies. Some people take unlimited water consumption for granted, but others think that it is governments’ obligation to control fresh water as it is limited.
It is true that most residents in developed countries and coastal nations do not need to worry about the shortage of fresh water. Sophisticated infrastructures and sufficient precipitation can guarantee sufficient water supply. What all these occupants need to do is paying the bills. They can use as much water as they want as long as they can afford it. Thus, it is undoubted that some of them hold the opinion that they can utilize the resource freely.
It may be true that many other people do not need to concern about water consumption, but it is also a fact that a large number of inhabitants in many developing countries have no access to clean water because of its scarcity. In those countries, natural environment and climate like droughts have a negative effect on water supply. What makes things worse, the poor situation makes water even more precious. If people use as much water as they want in those areas, it can almost be sure that water supply will fail to meet some people’s daily need. Therefore, it is reasonable that local officials limit the individual water use and punish the people who waste it.
In my opinion, fresh water should not be used without any restrictions. Water supply depends so heavily on natural environment that it can be regarded as limited resource in some countries. Water conservation, whether it is advocated by government or not, is what people should insist on.
